Four things worth knowing before you pay anyone.

• The TA number is checkable, so check it. Under the Travel Agents Act 1975 anyone in the business of making travel arrangements needs a valid travel agent licence, and every licensee has a number. Chan Brothers is TA00109, Nam Ho is TA00140, Dynasty is TA00371, WTS is TA00637, CTC is TA00704 and ASA Holidays is TA1501. Search the name on the STB TRUST directory and confirm the licence is live before the deposit leaves your account.
• General and Niche are different licences. A General Licence permits tours in Singapore and overseas, accommodation in packages, flight ticketing and travel insurance, and requires S$100,000 in paid-up capital and net worth. A Niche Licence permits only tours within Singapore with no accommodation, at S$50,000. If someone is selling you a Europe package on a Niche Licence, that is not a technicality, it is outside what they are licensed to do.
• There is no deposit protection scheme. This is the part most travellers assume works differently than it does. STB can order a failed agency to refund customers or transfer their obligations to another licensee, but no bond, escrow or compensation fund sits behind that order. Your practical protection is the payment method and the insurance policy, not the regulator.
• Suspensions are public, and they mean something specific. On 16 December 2025 STB suspended ten travel agent licences over unfiled audited accounts and annual business profile returns. STB stated that during suspension an agent must fulfil existing obligations to customers but cannot accept new bookings. That is a status worth checking, and it is exactly what the TRUST directory is for.

Two habits follow from all of that, and they cost nothing. Pay the deposit and the balance by credit card, because a card chargeback is a real route to your money when a bank transfer is not. And read the insolvency clause in your travel insurance before you buy it, because supplier or agency insolvency is one of the most commonly excluded events in cheaper policies, and it is the exact risk you are trying to cover.

What you are really buying is breadth. If your trip is escorted, multi-country, or somewhere you would struggle to research alone, depth of operator relationships is the thing you cannot replicate on a booking site.

The trade-off is the usual one for large tour operators. Group departures run to a schedule, itineraries are fixed, and pace is set for the group. That is more valuable than it sounds. Tour pricing moves with departure date and carrier, and most agency websites show you one price for one departure and leave you to phone about alternatives. Being able to see that shifting your trip by a week, or accepting a different airline, changes the price by several hundred dollars per person is the difference between choosing and being sold to.

The company positions itself around curated and bespoke itineraries as well as scheduled group departures, so it is a reasonable first call when you know roughly where you want to go but not yet in what form.

EU Holidays was founded in 2010 and specialises in Europe, the United States and long-haul itineraries. Among Singapore agencies, that focus is the point.

Long-haul multi-country travel is where an agency earns its margin honestly. Coordinating internal flights, rail segments, hotel changes and border crossings across several European countries is genuinely difficult to assemble yourself, and it is the kind of trip where a missed connection ruins a week. An operator that runs those routes constantly has both the supplier relationships and the recovery plan when something slips.

Being newer than the others here is not a mark against it, though it is a reason to run the TRUST check rather than lean on reputation. Verify the licence is current, which takes a minute, and then judge the itinerary on its merits.

Longevity is not automatically a recommendation, but in this specific industry it is a meaningful signal. Travel is brutally cyclical. An agency trading since 1957 has come through the Asian financial crisis, SARS, and a pandemic that stopped international leisure travel almost completely for two years. Surviving that requires a balance sheet, not just goodwill, and balance sheet strength is precisely what protects your deposit in a market with no bonding scheme.

ASA Holidays has been trading since 1992 on licence TA1501 and covers an unusually wide span of formats: affordable free and easy packages, escorted quality tours, chartered flights, group and corporate travel, worldwide ticketing and hotel reservations, and cruise packages.

The free and easy product deserves explaining, because it is what a lot of people actually want without knowing the term. You get flights and hotels arranged, and sometimes transfers, and then your days are your own. No 7am coach, no fixed itinerary, but also no working out which airport transfer is a scam at midnight in an unfamiliar city. For a first trip somewhere with a language barrier, that middle ground is often exactly right.

The corporate and incentive side is worth knowing about separately. Company trips have requirements a leisure package does not, invoicing, group manifests, rooming lists, and an agency that handles them routinely will save whoever is organising it a great deal of time.

CTC Travel, formally Commonwealth Travel Service Corporation, holds licence TA00704 and was established in 1990. It sells the full range of tours, cruises, flights and accommodation, and it is the name to know for China specifically.

China is the destination where agency depth changes the trip most. Domestic flight and rail booking, regional permits, guides who actually speak the local dialect, and itineraries that reach beyond the standard Beijing and Shanghai loop are all much harder to assemble from Singapore than a Tokyo holiday is. An operator that has run those routes for decades gets you to places you would not have found.

If China is not your destination, CTC is a competent generalist. But specialists are worth using for what they specialise in, and this is a clear case of it.

WTS Travel holds licence TA00637 and has been trading since 1989, with a strong position in coach touring and regional travel, including the Malaysia and Thailand trips that make up a large share of actual Singaporean holidays.

Short regional breaks are under-served by the glossier end of this market, and they are what most people take most often. A three-day coach trip across the Causeway is a genuine product with genuine logistics, and it is worth booking with someone who runs it every week rather than assembling it around a hotel booking and hoping the transfers work.

For long-haul or bespoke travel, other agencies here are the better fit. For a Malaysia or Thailand break booked without fuss, this is the specialist.

Search the company name on the STB TRUST directory at trust.stb.gov.sg. Every licensed travel agent appears there with its licence number and current status, and the check takes under a minute. The Travel Agents Act 1975 requires a licence for anyone in the business of making travel arrangements or conducting tours, so an agency that does not appear is not one you should be paying.

Check the class as well as the existence of the licence. A General Licence covers overseas tours, accommodation, flight ticketing and travel insurance, and requires S$100,000 in paid-up capital and net worth. A Niche Licence, at S$50,000, only permits tours within Singapore that carry participants without any accommodation. A Niche holder selling you an overseas package is operating outside its licence.

And check that the licence is not suspended. STB suspended ten agents on 16 December 2025 for failing to submit audited accounts or annual returns. A suspended agent must honour bookings already made but cannot take new ones, so it is a status you want to see before you become a new booking rather than after.

There is no scheme holding it for you, and this is the single most useful thing to understand about booking travel in Singapore. The United Kingdom bonds package holidays through ATOL so that travellers are protected when an operator fails. Singapore has no equivalent bonding or escrow requirement.

What exists instead is a regulatory obligation. When STB revokes a licence, the agent is required to refund existing customers or transfer its obligations to another licensed agent. That is a real requirement, and it depends on the failed company having the money to meet it. When Misa Travel was ordered shut in 2017, STB advised customers who could not reach the agency to approach their travel insurers, and pointed those without cover toward the Consumers Association of Singapore or the Small Claims Tribunal.

So protect yourself at the point of payment. Pay by credit card rather than bank transfer, because a chargeback gives you a route that does not depend on the agency existing. Buy travel insurance that names supplier or agency insolvency as a covered event, and read that clause rather than assuming it, because it is a common exclusion. Split a large payment where you can, rather than settling the whole balance months early for a small discount.

For a straightforward city break with one flight and one hotel, generally no. You will book that faster and usually cheaper yourself, and there is nothing an agency adds to two bookings you can make in ten minutes.

An agency earns its fee on complexity and on failure. Multi-country itineraries with internal flights and rail, destinations with language barriers or permit requirements, group travel where twenty people need coordinating, and cruise packages with pre and post stays all take real work to assemble. And when a flight cancels at 2am in a city where you do not speak the language, having someone whose job is to rebook you is worth more than the margin you paid.

The middle ground is the free and easy package, where the agency arranges flights and hotels and leaves your days open.
